Chief Engineer

The Chief Engineer will provide technical leadership in all aspects of agile development & delivery, including: Customer Relationship Management, Development, Requirements, Communication, and Risk Management.  The ideal candidate will have experience working on Government DoD/IC development contracts.  The Chief Engineer will work closely with the CTO, Program Manager, and other stakeholders to oversee architectural decisions and ensure that RII is living the core value of Grok the Customer.

 

WHAT YOU WILL BE DOING

Provide Technical Leadership by:

  • Covering all technical aspects of the program from System Engineering, IA/security, capability development, integration & test, and product deployment and operations.
  • Directing the technical organization and manages work sequencing, mentors subordinate technical leads and technical team members.
  • Helping to develop and communicate overall program system architecture and key performance measures
  • Overseeing Customer Relationship Management, including
  • Responsible for being the primary customer point of contact for all technical concerns on the program.  Must be able to effectively listen to customer concerns, articulate the team's technical approaches, manage customer expectation, and be responsive to customer technical requests.
  • Responsible for understanding what success means to the customer and establishing a program strategy that helps the customer succeed and aligns the customer, RII's and the end users interests. This strategy may include informing the customer and helping them make the right decisions to achieve the aligned interests.
  • Responsible for identifying when customers are driving efforts outside of the contractual scope and/or assumed execution parameters. The CE understands that as part of strategic execution, adjusting the program execution plans to enable the customer to succeed is good and right, but also understands the ramifications, helps the customer understand the ramifications, and knows what things are outside of reasonable to do and knows when to report up the chain and ask for help.
  • Responsible for understanding the dependencies the customer's efforts have with other System of System needs, timelines and life-cycle requirements. Responsible for establishing a technical approach and strategy that can meet RII's contractual requirements and deliver on the aligned interests established for the program. This strategy and approach may include informing the customer and their personnel and helping them make the right decisions to achieve the aligned interests.
  • Leading, coordinating and supporting overall system design activities

 

Required Skills and Experience

  • Led the development of large complex distributed systems with complex security requirements encountered when deploying on Government networks.
  • Managed technical requirements baseline in a large agile development program with significant customer engagement.
  • Experience with active management of program technical risks, including risk identification, assessment, and mitigation.
  • Directed the development of large distributed Command and Control systems, operating across multiple government networks and security classifications.
  • Tested and Deployed large distributed applications ensuring performance, scalability, Security, and Availability/fault tolerance technical performance measures are met.

 

Required Clearance

  • This position requires the ability to obtain a US security clearance.  A current active clearance is not required.
