Systems Engineer ICDTE

Our client is a premier technology services organization serving the national security community. They are experts in the domains of Enterprise Architecture, Mission Planning, Portfolio Management, and service Oriented Architecture (SOA) implementations. Their business is dedicated to bringing methodologies and emergent technologies to bear on complex data analytic and decision support problems.

They are currently seeking Systems Engineer ICDTE in Chantilly VA


The candidate will serve as the lead of IC Desktop Environment (IC DTE) Project providing systems engineering, integration and analysis subject matter expertise. The IC DTE Systems  Engineer functional responsibilities shall include overall responsibility for the SEIN IC DTE project team, providing the necessary qualified personnel, resources and materials to perform the tasks described in the SOW and reporting to the contractor PM. This position is responsible for effectively executing the daily tasks associated with the technical sections of the IC DTE SOW. This execution shall incorporate efficiencies in applying the appropriate skill set to task(s) as well as ensuring that quality reporting of technical work is delivered to the Program in a timely manner.


•  Support day-to-day engineering tasks as required in the development, generation, and technical vetting of program studies/trades/plans and/or documents.•  Participate in the assessment of technical reviews, briefings, conferences, studies, trade analysis, monthly progress reviews, monthly business reviews, contract data deliverables, performance models/simulation trades supporting legacy system and future system performance analysis.•  Defines scope for the IC DTE service areas•  Supports the Community Joint Engineering Team (JET) and Chairs the IC DTE JPMO Capabilities Control Board (CCB)•  Provide leadership to assure “best engineering” practices are applied across IC DTE programs and projects.•  Provide engineering review board and configuration management support including Request for Change (RFC) preparation, technical review, and coordination.•  Assist program lead in monitoring and tracking program schedule, action items and discrepancy reports, create and maintain master schedules of projects.•  Review NGA\DIA Enterprise and IC DTE requirements/ documents/ plans and other related  items as appropriate, for consistency and compliance with the Enterprise documentation.•  Prepare graphics, reports, engineering data and analysis in support of Government directed studies, reviews, conferences and briefings, as required.•  Collaborate with requirements and integration teams to ensure consistency in identifying and scheduling requirements for delivery to support specific increments of users•  Co-chair  the IC DTE JPMO Ops Transition Control Board (TCB) and the Migration Readiness Review


•  16+ years IT SE&I, architecture, analysis, capabilities implementation, processes experience•  10+ SE&I experience working with NGA or Mission Partner systems/segments•  Knowledge of the NGA VDI, thin and thick-based systems and COE•  Knowledge of existing NSG segments•  Knowledge of and demonstrated proficiency applying SE&I processes•  Systems Analysis Experience - Determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes•  Ability to identify technology gaps in current capabilities and processes•  Experience using logic and reasoning to identify the strengths and weaknesses of alternative technical solutions, conclusions or approaches to problems•  Experience troubleshooting and problem-solving technical and non-technical issues•  Demonstrated ability/experience identifying/solving problems reviewing related info to develop/evaluate options and implement solutions with minimal supervision &/or direction•  Experience in system activity and data modeling, transaction flow analysis, internal control & risk analysis, GI business methods and performance measurement techniques•  Demonstrated ability to translate requirements into end-to-end designs for systems that involve multiple interfaces and supporting data repositories•  Strong analysis and quality assessment skills•  Strong customer service and teaming skills; ability to collaborate in cross-functional team•  Demonstrated ability to work independently (self-managing) & within a team environment•  Strong oral & written communications skill with senior government & contractor personnel•  Demonstrated ability to explain technical issues clearly and accurately to both technical and non-technical audiences•  Demonstrated ability to work in multi-contractor / government / commercial organizations•  Demonstrated ability to adjust to changing priorities•  Proficient with Project Management Software (MS Project)•  Experience with the current NGA organizational structure, Acquisition policies, and ITIL processes•  Understanding of and experience with activities related to the Independent Verification and Validation (IV&V) of contractor performance•  Understanding of transitioning of software, hardware and data from legacy systems.•  Understanding how virtual systems, thin clients and thick clients work and when is the best time to apply them


•  Relevant Systems Engineering & Integration (INCOSE) and IT (ITIL) certifications•  Broad knowledge of the NGA and other Intelligence Community (IC) and DoD architectures and missions, both as-is and future vision•  Ops Analysis Experience - Analyzing needs and product requirements to create a design•  Project Management / Team Leadership experience•  Customer-service and goal oriented•  Excellent oral and written communication skills. Ability to communicate and work effectively with other contractors and government civilians•  Ability to work independently and as a team member under tight deadlines with changing priorities•  Familiarity with NGA and mission partner data and architecture systems.•  Working knowledge of ISO 20000, Control Objectives for Information and Related Technology  (COBIT), and IT Service Capability Maturity Model (IT-CMM).•  Experience in implementing managed services approach in a multiple service provider environment•  High degree of proficiency in the Microsoft Office Tool Suite•  ITIL v.3 professional certification


•  BS in Engineering, Computer Science, Information Systems, Math, or related scientific or technical discipline


•  Active TS/SCI Clearance
