Subcontracts Administrator

The Subcontracts Administrator will work with the Functional Staff, Operations Center Managers, and Program Managers to ensure customer satisfaction and to deliver outstanding performance.  The Subcontracts Administrator will develop, negotiate, and administer subcontract agreements primarily for services of moderate dollar value, risk, creativity and complexity with public companies in support of US Government prime contracts, in accordance with company policies and procedures, applicable laws, customer requirements and sound business judgment.  Maintain subcontract files electronically and hardcopy in accordance with company policy.  Reviews and process subcontractor invoices in accordance with established company procedures.  Initiates and process closeout documentation for subcontracts.  Prepares and disseminates information to STF program and contractual staff regarding vendor contract status, compliance, modifications, deviations, negotiations, and completion or termination.  Analyzes and estimates costs and negotiates specifications/statement of work, price, contractual deliverables and provisions.  Reviews and analyzes prime contract documents to determine required subcontract/vendor obligations.  Acts as a liaison between the Company and STF’s vendors, including participation in pre-contract discussions, contract negotiations, and contract changes. Contracts are a mix of fixed price, time and materials and cost reimbursable contracts, and generally encompass professional services and engineering support.  Supports company activities to pursue a successful Contractor Purchasing System Review (CPSR).

Knowledge:  Federal subcontracts administration with Government proposal preparation and cost savings/price reduction processes. Knowledge of business principles such as purchasing, business and contract law, finance, and accounting.  Involves comprehensive knowledge of this field and the ability to complete moderately difficult assignments.  Must have a working knowledge of FAR and DFAR.  Must have excellent writing skills and the ability to communicate clearly to both internal and external customers. Candidate must be able to work responsively in a very fast-paced environment. Occasional travel may be required.
