Subcontract Administrator

Reports to Subcontracts Manager.  Works with the functional staff, Operations Center Managers, and Program Managers to ensure customer satisfaction and to deliver outstanding performance to support the development, negotiation, and administration of subcontract agreements primarily for services of moderate dollar value, risk, creativity and complexity with public companies in support of US Government prime contracts, in accordance with company policies and procedures, applicable laws, customer requirements and sound business judgment. Develops, negotiates, and administers subcontract agreements primarily for services of moderate dollar value, risk, creativity and complexity with public companies in support of US Government prime contracts, in accordance with company policies and procedures, applicable laws, customer requirements and sound business judgment. Maintains subcontracts files electronically and in hard copy in accordance with company policy.  Reviews and processes subcontractor invoices in accordance with established company procedures. Initiates and processes closeout documentation for subcontracts. Prepares and disseminates information to STF program and contractual staff regarding vendor contract status, compliance, modifications, deviations, negotiations, and completion or termination. Analyzes and estimates costs and negotiates specifications/statement of work, price, contractual deliverables and provisions. Reviews and analyzes prime contract documents to determine required subcontract/vendor obligations. Acts as a liaison between the Company and STF’s vendors, including participation in pre-contract discussions, contract negotiations, and contract changes. Contracts are a mix of fixed price, time and materials and cost reimbursable contracts, and generally encompass professional services and engineering support. Supports company activities to pursue a successful Contractor Purchasing System Review (CPSR). Bachelor's degree desired (in Business Administration or related field) or equivalent experience desired. 5+ years of experience in subcontracts administration with experience in FFP, FP/LOE, T&M and Cost Plus contracting environments. Experience working with an organization with an approved purchasing system desired. Federal subcontracts administration with Government proposal preparation and cost savings/price reduction processes. Knowledge of business principles such as purchasing, business and contract law, finance, and accounting. Involves comprehensive knowledge of this field and the ability to complete moderately difficult assignments. Must have a working knowledge of FAR and DFAR. Must have excellent writing skills and the ability to communicate clearly to both internal and external customers. Candidate must be able to work responsively in a very fast-paced environment. Occasional travel may be required. Proficient with MS Office tools (Word, EXCEL, PowerPoint) email, capable of applying reason and judgment to daily problems for efficient resolution, capable of seeking support from other contract and business professionals to complete complex tasks, ability to present contractual terms and conditions in lay terms to other business professionals. Deltek Costpoint experience desired.
