Key Role:

  • The successful applicant will be a Senior Logistics Analyst and Program Manager leading a group of Army Operational Energy (OE) subject matter experts (the OE Cell) providing the United States Army Combined Arms Support Command (USACASCOM), Materiel Systems Directorate (MSD) with contractor support to develop OE concepts and products. The team will perform capabilities development functions, including JCIDS related requirements development. The Senior Logistics Analyst/Program Manager will support the CASCOM mission to provide the MSD with the capabilities development products for the OE functional areas.
  • The Senior Logistics Analyst/Program Manager will be well versed in full spectrum Army and joint logistics operations. He/she will provide logistics, OE, and JCIDS subject matter expertise and lead the OE Cell to develop and draft all required OE concepts and JCIDS documentation for Government approval. He/she will support the completion of Capabilities Based Assessments (CBA), Initial Capability Documents (ICDs), Capability Development Documents (CDD) and Capability Production Documents (CPD) in accordance with the Joint Capabilities Integration and Development System (JCIDS) process. This process includes lessons learned from transforming units, current operations, warfighter experimentation, Capability Needs Analysis (CNA), Organizational Based Analysis (OBA), Cost Benefit Analysis (C-BA), Warfighter Outcomes, learning demands and characteristics of the force, and other applicable subject matter resources, JCIDS and ARCIC products. In addition, the Senior Logistics Analyst/Program Manager will direct a (DOTMLPF) analysis of the logistics capabilities needed for combat development efforts as well as other Integrated Capabilities Development Team (ICDT) requirements that USACASCOM may be required to participate in. The DOTMLPF analysis will address materiel and non-materiel solutions as identified in the capability gaps and shall be submitted for Government review and approval.
  • The Senior Logistics Analyst/Program Manager will lead capabilities development work in support of future force logistic concepts by providing subject matter expertise to identify and define operational level, tactical level, and joint logistics requirements. In addition, the Senior Logistics Analyst/Program Manager is responsible for providing direction in technology exploration, Government approved information exchange with Army, Service, and Industry partners, and integration of Government approved operational energy objectives and metrics into higher level Army documents.
  • The applicant must be familiar with and able to lead a team in support of CASCOM’s functions: (1) serve as the user representative in the development of futuristic operational concepts, doctrine, organization requirements and materiel requirements for each functional area; (2) develop overarching OE visions and concepts into integrated OE products; and (3) determine the required Future Operational Capabilities (FOCs) from which the OE science and technology efforts are based.
  • The applicant must be able to lead the OE Cell in support these capabilities development functions, working through the MSD for Concepts, Doctrine, Force Development, and Materiel Systems. In support of the MSD, the team will assist in exploiting existing and emerging technologies, simulations, studies and analyses, experiments, and exercises for quick, high return opportunities. The applicant must provide expertise and services to support the MSD’s efforts in initiating, developing, assessing, analyzing, staffing, integrating and documenting concepts, doctrine, organization requirements and materiel requirements. These requirements include services to support the MSD with their focus on OE support to the warfighter, leveraging technologies, battlefield digitization, developing issues, seeking solutions, demonstrating alternatives and coordinating projects.
  • The applicant must be knowledgeable of Army OE and logistics Capstone, Operating and Functional Concepts, specifically leading to the successful completion of JCIDS products to include CBAs, ICDs, CDDs/CPDs and DCRs. Successful applicant must possess knowledge of required OE support to current and emerging warfighter requirements, and also either understand or be able to learn various aspects of how current ground forces technology and battlefield systems integrate in developing issues and attaining integrated OE support solutions.
  • Will work individually or collectively with mid to senior government and industry personnel on a regular basis, frequently called on to assist in developing briefings, develop required products as the program manager leading a team of Army OE functional specialty SMEs.
  • The Senior Logistics Analyst/Program Manager is responsible for running complex programs and projects. Supervises the project team (i.e., OE Cell) and manages conflicts within the team and with different government departments. Plans and sets project goals and milestones and develops risk management strategies. Defines resources and schedules for the implementation of the program. Clearly defines requirements and sets targets accordingly. Recognizes areas for internal improvement and develops plans for implementing the improvements.
  • Applicants must have strong oral and written communication skills; must be able to work collaboratively with customers and colleagues; and must be able to manage a team of SMEs and analysts while managing the program.
  • Applicant will be expected to travel within the continental United States up to 20 times per year for two to three days at a time.


Basic Qualifications:

  • MINIMUM CLEARANCE REQUIRED: Must possess an active Secret clearance.
  • Eight (8) years of experience in Program Management.
  • Intermediate-level knowledge, skills and abilities related to Integrated Defense Acquisition, Technology and Logistics Life Cycle Management System, which includes JCIDS, Defense Acquisition System and Planning, Programming, Budgeting and Execution.
  • Understanding of Army organizations functions at tactical and operational levels. Understand of the organizational structure of CASCOM proponent units and an intermediate level of understanding of the Doctrine, Organizations, Training, Materiel, Leadership & Education, Personnel, Facilities (DOTMLPF) structure of these units.
  • Bachelor’s degree in management, technical, or science field.
  • Experience in Corps, Division, Brigade level operations, modular structures and concepts.
  • Experience in U.S. Army, Joint, and/or Multinational Operations; strategic, operational and tactical levels of war, Joint Capability Areas, joint doctrine, NATO doctrine, Army Universal Task List, and the Universal Joint Task List.
  • Must be able to independently organize and conduct research/analysis at the task level.
  • Must be able to carry out or lead a team through complex military research and analysis. 
  • Experience in a management/supervisory capacity with knowledge in cost estimating and work breakdown structure.
  • Experience leading JCIDS document development.
  • Experience in Operational Energy.
  • Must be able to perform intermediate-level graphics generation (using drawing applications), technical document preparation, and be Microsoft PowerPoint proficient.

Additional Qualifications:

  • Army War College or equivalent post-graduate degree a plus.
  • Experience in Industry Operational Energy Technology a plus.
