Rapid Rehousing Housing Specialist

Rapid Re-housing Services promotes consumer choice in housing for individuals within the private rental market. Interventions are designed to reduce barriers to housing and help participants rapidly exit homelessness and maintain stable housing. Service delivery is guided by a Housing First approach, individualized, person-centered housing stability and employment support plans.

Responsible for finding suitable units for all Rapid Re-housing (RRH) participants, assisting participants and their case managers in gathering eligibility documentation as needed, providing housing counseling to RRH participants, landlord engagement, unit inspection and RRH participant file maintenance. The RRH Specialist will maintain regular office hours at Connections each week to ensure close coordination with key case management staff.


  • Research and identify suitable affordable housing options for individuals experiencing homelessness, and recruit landlords to provide housing opportunities for RRH participants.
  • Educate landlords about RRH and its benefits, and address potential barriers to landlord participation such as concern about tenant qualifications and short term nature of rental assistance.
  • Have a thorough understanding of how rental markets work and the business of being a landlord, including local HQS, FMR and rent reasonableness standards.
  • Perform unit inspections within contract, county and federal guidelines.
  • Closely coordinate with other DESC staff to ensure continuity of service for participants.
  • Communicate effectively with local community and external agencies; successfully foster relationships which enable needed resources to be accessed.
  • Orient prospective participants about RRH Services, and determine eligibilty.
  • Assist case managers with securing RRH participant eligibility and other documentation as needed.
  • Assist participants in finding appropriate rental housing based on their needs, preferences and financial resources.
  • Help participants negotiate manageable and appropriate lease agreements with landlords and use or develop the skills to be a successful tenant.
  • Become proficient in understanding allowable costs within the contract. Request payments in accordance with funders' requirements and agency policies to ensure timely and appropriate use of funds.
  • Ensure services are documented and reported in accordance with agency and regulatory standards, as well as applicable grant requirements.
  • Maintain lease and compliance files in an orderly, up-to-date manner.
  • Participate in staff meetings and training sessions.
  • Other duties as assigned.


  • BA degree required, preferably one in a social or behavioral science.
  • One year of case management experience
  • Ability to meet state requirements for registration as a counselor.
  • Valid Washington State driver's license and insurable driving record.
  • Experience working with adults who are experiencing or who have experienced homelessness, have a mental illness and/or co-occurring substance abuse disorders.
  • Interest or experience in working with participants who are difficult to engage and refer to traditional programs.
  • Ability to communicate and work effectively with clients and staff from various backgrounds.
  • Ability to work effectively with clients displaying a wide range of unpleasant and/or bizarre behavior.
  • Commitment to the philosophy of cooperation and continuity across agency programs and to the philosophy of consideration and respect for clients.
  • Bilingual in English/Spanish highly preferred.
  • Prior experience in property management highly preferred.
