JOB TITLE: Program Planning, Analysis and Evaluation (PPAE) Consultant

PROJECT OVERVIEW:

Provide support services associated with the multi-faceted activities that will enable the transformation of an office into an end-to-end service management organization. Team will provide support in the areas of: Strategic Planning and Management; Program Planning, Analysis and Evaluation (PPAE), and Program and Project Management Support; Service Management (as defined in ITIL v3); Process Management; Communications and Stakeholder Management; and Workforce Transformation.

In support of PPAE, resources will assist with efforts to improve the client organizations governance processes through the effective use of both qualitative and quantitative data, and facilitate activities associated with transformation of how the organization does business.

JOB DESCRIPTION AND RESPONSIBILITIES:

PPAE Consultant with experience supporting IT initiatives will assist our federal client in acheiveing improved governance processes through a broad range of consulting activities to include, but not be limited to: 

  • Developing and/or monitoring of policy, governance and compliance documents and corresponding performance reports
  • Performing enterprise program, project, operations and/or service analysis and preparing recommendations for governance and implementation of analysis results
  • Developing and monitoring enterprise measures for programs, projects and services at all levels and preparing corresponding reports
  • Performing enterprise data analytics and preparing reports
  • Performing operations and cost modeling to inform and support business management architecture, technology, application and operations decision making.

REQUIRED SKILLS AND QUALIFICATIONS:

  • US Citizen
  • Be able to obtain and maintain a DHS CBP Suitability clearance.
  • Bachelor’s Degree  from an accredited college or university. 
  • Minimum of 5 years experience supporting project planning, analysis and evaluation initiatives.
  • Knowledgeable of federal policies, governance and compliance documents
  • Experience performing enterprise analysis and preparing recommendations for governance
  • Experience developing and monitoring enterprise measures
  • Experience performing enterprise data analytics
  • Experience performing operations and cost modeling
  • Must have applied expertise on multiple complex work assignments which are broad in nature, requiring originality and innovation in determining how to accomplish tasks.
  • Demonstrated strong written and oral communication skills, which includes the ability to read, write and clearly speak the English language.
  • Advanced proficiency in the Microsoft Office suite of products.

DESIRED SKILLS AND QUALIFICATIONS:

  • Experience developing and maintaining integrated project management documentation and supporting project execution in support of a government agency.
  • Knowledge of the DHS CBP OIT organization.
  • Familiarity with DHS acquisition policy and processes as identified in DHS AD 102-01

WORK LOCATION: Washington, DC

SECURITY CLEARANCE REQUIRED: DHS CBP Suitability

TRAVEL: Minimal / 10% in the local Washington D.C area
