Program Control Analyst

 • Preparation of financial deliverables and internal/external reports to include Annual Operating Plan (AOP), quarterly forecasts, Estimates At Complete (EAC) and Estimates to Complete (ETC) and providing centralized planning and scheduling on many projects• Participate in the development of budgets (spend plans) for assigned programs and perform financial analysis on funding profiles and program financial variances and work closely with program and project managers to ensure that all budgeting, scheduling and coordination processes run smoothly• Monitor the progress of a project, conducts cost, schedule, and contract performance variance analysis to ensure that it is working within the confines of set deadlines and budget limitations• Interface with program managers, RII’s finance, accounting, and contracts, organizations as well as external customers to address operational issues in a timely and effective manner• Review, track, and approve customer invoice back-up documentation• Generate project reports for internal and external use and present the details during group or one-on-one meetings with senior leaders 

Required Skills and Experience

• Well versed in the entire life cycle of a program from proposal development through contract close out• Ability to partner with RII leadership, functional teams, and Lines of Business to build collaborative partnerships, understand priorities, and participate in strategic decision making • Power user with typical financial software packages, including strong knowledge of Costpoint, Microsoft and Google applications to create reports and present information in Excel, PowerPoint, Google sheets and Google Slides Google Sheets• Strong analytical, problem-solving, organizational, and written/oral communication skills• Ability to work independently and meet deadlines in a high paced environment• Ability to multi-task and work with a diverse work group of program and technical leaders, vendors, executives, subcontractors, consultants, and other professionals• Bachelor's Degree in Business/Finance related field• A minimum of 5 years experience• Experience in the government contracting industry including cost accounting practices preferred
