Program Analyst for Economic Growth (Consultant - Short Term Assignment)

The United States Agency for International Development (USAID) has contracted through ZemiTek partnered with CAMRIS International, to recruit and hire qualified individuals for the following position:

Job Requirements

BACKGROUND:

The Program Analyst for Economic Growth will work with the EG Team Leader to oversee monitoring and evaluation, results reporting, procurement, and budget operations for the entire Economic Growth Team, which has a program portfolio of more than $100 million per year in support of Trade Africa, private sector engagement and diaspora activities. This will include monitoring the program's budget (including timeliness of incremental funding actions), coordinating operational planning processes, overseeing new program design and award procedures, and guiding an external evaluation agenda.

DUTIES AND RESPONSIBILITIES

  • Oversee results reporting for the entire Economic Growth portfolio, including annual operational planning and performance reporting on Trade Africa, private sector engagement and diaspora activities. Work with program managers to ensure that all programs are adequately monitored for results—with targets established and sound data collection and quality review procedures in place. The incumbent will assist AOR/CORs with the establishment and management of databases to track results. Compile and organize bi-annual portfolio reviews for the Economic Growth office within the Africa Bureau.
  • Collaborate with the Communications Specialist on the design of internal and external country/regional/project progress handouts to accommodate typical content provided by the Private Sector/Trade Africa team, e.g. a dashboard. There will be one external handout for each Trade Africa expansion country. The design should include a project timeline (Gantt chart form), allowing for indication of when activities are completed, and a budget table.
  • Maintain the budget spreadsheet for Economic Growth, helping to track and monitor expenditures and provide input to the Program and Financial Management offices as needed;
  • Oversee procedures for procuring new awards, and ensuring existing awards receive timely funding. This will necessitate tracking and monitoring pre-award documentation for the Economic Growth office.
  • Guide and oversee an external evaluation plan for the Economic Growth Office, ensuring that the portfolio and individual programs comply with the USAID Evaluation Policy. The incumbent will actively participate in the design and procurement of all evaluations, including drafting evaluation scopes of work with CORs/AORs and partners and working with external evaluators on the design and implementation of evaluations.

QUALIFICATIONS, EDUCATION and/or EXPERIENCE

REQUIRED KNOWLEDGE, SKILLS, AND EXPERIENCE:

  • A Bachelor's degree is required, with completion of a Master's degree preferred, in a field of agriculture, economics, finance, trade, sociology, research methods, public administration, business administration, or public policy
  • At least 4 years of extensive work experience in project management, monitoring and evaluation, financial management, or international development programming.
  • A strong ability to work with and lead teams, often with high pressure and time constraints.
  • Academic and practical knowledge of program monitoring and evaluation best practices and methodologies essential.
  • Knowledge of and experience with financial management required
  • Academic or practical knowledge of relevant disciplines including trade, agriculture, economics, private sector development, and/or infrastructure development required
  • Proficient in Microsoft Office software. In addition, familiarity with Google systems is preferred.
  • Knowledge of USAID design, budget, reporting and programming processes preferred.
  • Skill in working with quantitative results and budget information, research methods, and analyzing data.
  • Written and oral communication skills to present information through reports and discussions, effectively manage development programs and work across teams and with various levels of leadership.
  • Skill in coordinating, negotiating and motivating team work.
  • Ability to work collaboratively with other offices within USAID/Washington and USAID Missions in Sub-Saharan Africa, other U.S. government officials, other donors, partner government representatives, and implementing partners.
