Navy Management Analyst

JOB TITLE: Navy Management Analyst


This project will collect existing information about the current Navy pay/personnel workforce to include government civilians, active duty, reserve military personnel and contractors, and based on an understanding of Navy’s future service delivery model, recommend a workforce structure that would effectively operate the pay/personnel service delivery model of the future.  The team will develop and recommend a roadmap to get from our current structure to the proposed future workforce structure that is realistic and achievable in five years.


Serve as a management analyst in a team supporting the Bureau of Naval Personnel (BUPERS) / Navy Personnel Command pay and personnel requirements assessment and roadmap.   The team will:

  • Prepare a report that defines the structure and make-up of the existing pay/personnel workforce.
  • Collect data and assess the strengths and weaknesses of the existing workforce structure and the current structure’s effectiveness in operating in a modern service delivery environment. 
  • Evaluate the current mix of government civilians, military personnel and contractors, and whether or not they are effectively employed, or if the manpower source is appropriate for the function they perform.
  • Construct a total force workforce model that would address the weaknesses of our existing workforce structure and propose a new model that would more effectively and efficiently operate a future service delivery model. 
  • Develop and recommend a plan of actions and milestones to get from our current structure to the proposed future workforce structure that is realistic and achievable in five years.


NOTE:  these are minimum qualifications and LCAT requirements per the RFP.

  • Master’s degree in Human Resources from an accredited academic institution.
  • Thorough knowledge of Navy Manpower, Personnel, Training, and Education (MPT&E) lines of business to include Navy’s organizational structure and MPT&E’s interrelated elements and programs, mission, policies, goals, and philosophies. 
  • Experience with metrics generation and analysis.
  • Experience with human resources service delivery in large, complex organizations.
  • Demonstrated knowledge of the processes and techniques to support the development of appropriate methodologies, weekly reports, and responses to inquiries.
  • Minimum of five years of relevant work experience.
  • Intermediate to advanced level skills of Microsoft Office to include Excel and PowerPoint and at least an operating knowledge of Visio and Project.
  • Excellent written and oral communication skills in English.
  • Eligible for Secret Clearance.
