Navy Action Officer (Future Surface Combatant)

JOB TITLE: Navy Action Officer (Future Surface Combatant)


The US Navy headquarters staff at the Pentagon, known as OPNAV, supports the Chief of Naval Operations in his mission to support the warfighter by setting requirements, budgeting resources, and managing programs for many different Navy programs. The Surface Warfare Directorate, OPNAV N96, fulfills these tasks for some of the nation's most important defense programs.

This position presents an opportunity to directly support Surface Warfare Directorate and the CNO in achieving success for these programs. This will help ensure the US Navy is equipped with the right cutting-edge platforms, combat systems and weapons to pace the threat for years into the future. This position offers the chance to help manage multi-million dollar defense programs and interact daily with senior Flag officers, civil servants, and other decision-makers in the high-intensity and exciting Pentagon environment.

The right candidate for this position will join a large and growing team which is supporting the Navy in multiple locations throughout the country in some of its most important mission areas. Our team provides budget, requirements, program management, and other support to OPNAV N96 in the Pentagon, working alongside Navy officers and government civilians in the development of the annual Navy budget and many other tasks.


The person in this position will provide support to OPNAV N96 as the requirements officer/action officer for Surface Warfare programs and platforms. Responsibilities include:

Program support

  • Provide day-to-day on-site support including weekly program/project status updates and recommendations related to program cost, schedule and performance.
  • Maintain a strong relationship and open communication with Program Offices and other related government activities.
  • Draft white papers, concept papers, technical reports, meeting summaries, or other material that document results meetings or analyses, and/or pertinent issues relating to portfolio.

Acquisition support (DOD 5000) & Requirements Support (JCIDS):

  • Prepare presentations to support milestone decisions, including assisting in the development of acquisition strategies and plans.
  • Participate in acquisition processes to include JCIDS processing and PPBE management of Surface Warfare capabilities.

Budget support (POM/PPBE):

  • Assist in the development of proposals for Program Objective Memorandum (POM) budget cycles.


  • Current SECRET clearance.
  • Knowledge of Surface Warfare operational functions.
  • Expert user of Microsoft Office suite.


  • Experience as a Surface Warfare Officer.
  • Resource Sponsor and/or Requirements experience on the OPNAV staff.
  • Knowledge and understanding of the PPBE and JCIDS processes.
  • Ability to interface with senior military officers and Government civilians to provide professional, informed advice and recommendations.
