Key Role:

  • The successful applicant will be a Logistics Analyst in a group of Army Operational Energy (OE) subject matter experts (the OE Cell) providing the United States Army Combined Arms Support Command (USACASCOM), Materiel Systems Directorate (MSD) with contractor support to develop OE concepts and products. The team will perform capabilities development functions, including JCIDS related requirements development. The Logistics Analyst will support the CASCOM mission to provide the MSD with the capabilities development products for the OE functional areas.
  • The Logistics Analyst will be well versed in full spectrum Army and joint logistics operations. He/she provides scientific, technical, and professional expertise in the areas of full spectrum Army and joint logistics operations, focusing specifically on operational energy, in support of the revised Army Functional Concept Framework documented and suspense in support of the Army Campaign Plan (ArCP), ARCIC, and TRADOC guidance. He/she researches and reviews developed and emerging reports and analyses to assess their suitability for use in future forces (2016-2028) sustainment systems in the Army and other services, operating in a joint and coalition environment. The Logistics Analyst develops and submits for Government approval concept white papers that develop the fundamental themes of the next Army Concept Framework (ACF), and associated Capability Based Analysis (CBA) efforts through to DOTMLPF Integrated Capabilities Recommendations (DICR).
  • The Logistics Analyst has the requisite sustainment knowledge and subject matter expertise to facilitate involvement, discussion, and participation in Army Experimentation and Wargaming Scenarios. Participates in exercises, seminars, conferences, workshops and workgroups as required/requested. Knowledgeable of and understands the Capability Needs Analysis development process and the interrelationships between sustainment and other warfighting functions to determine required capabilities, develop gaps and solutions through rigorous analytical process for supporting future forces.
  • The Logistics Analyst maintains a Science and Technology (S&T) interface and support agile processes with Innovative Clean Energy (ICE)/Network Integration Evaluation (NIE), LIA, and Research Development Engineering (RDE) Centers and completes Concept Development (CD) analysis associated with experimentation, evaluation, and technology innovations including "mini-Analysis of Alternatives (AoA)" on ICE/ NIE evaluation items. Completes Integrated Logistics Support (ILS) assessments of JCIDs documents.
  • The Logistics Analyst participates in training Integrated Process Teams (IPT) for the implementation of OE awareness, training, and professional education initiatives. Assists in the production of OE Awareness training in support of Army Energy Culture Change initiatives.
  • The applicant must be familiar with and able to lead Integrated Capabilities Development Teams in support of CASCOM’s functions: (1) serve as the user representative in the development of futuristic operational concepts, doctrine, organization requirements and materiel requirements for each functional area; (2) develop overarching OE visions and concepts into integrated OE products; and (3) determine the required Future Operational Capabilities (FOCs) from which the OE science and technology efforts are based.
  • The applicant must be knowledgeable of Army OE and logistics Capstone, Operating and Functional Concepts, specifically leading to the successful completion of JCIDS products to include CBAs, ICDs, CDDs/CPDs and DCRs. Successful applicant must possess knowledge of required OE support to current and emerging warfighter requirements, and also either understand or be able to learn various aspects of how current ground forces technology and battlefield systems integrate in developing issues and attaining integrated OE support solutions.
  • Will work individually or collectively with mid to senior government and industry personnel on a regular basis, frequently called on to assist in developing briefings and other required products.
  • Applicants must have strong oral and written communication skills; must be able to work collaboratively with customers and colleagues.
  • Applicant will be expected to travel within the continental United States up to 6 times per year for two to three days at a time.


Basic Qualifications:

  • MINIMUM CLEARANCE REQUIRED: Must possess an active Secret clearance. 
  • Intermediate-level knowledge, skills and abilities related to Integrated Defense Acquisition, Technology and Logistics Life Cycle Management System, which includes JCIDS, Defense Acquisition System and Planning, Programming, Budgeting and Execution.
  • Understanding of Army organizations functions at tactical and operational levels. Understand of the organizational structure of CASCOM proponent units and an intermediate level of understanding of the Doctrine, Organizations, Training, Materiel, Leadership & Education, Personnel, Facilities (DOTMLPF) structure of these units.
  • Bachelor’s degree in management, technical, or science field.
  • Must be able to independently organize and conduct research/analysis at the task level.
  • Experience conducting JCIDS document development.
  • Must be able to perform intermediate-level graphics generation (using drawing applications), technical document preparation, and be Microsoft PowerPoint proficient.

Additional Qualifications:

  • Experience in Operational Energy desired.
  • Graduate of intermediate level military education course (CGSC, ILE) or government civilian equivalent desired.
  • Experience in Corps, Division, Brigade level operations, modular structures and concepts desired.
  • Experience in U.S. Army, Joint, and/or Multinational Operations a plus.
  • Experience in Joint Capability Areas, joint doctrine, NATO doctrine, Army Universal Task List, and the Universal Joint Task List desired.
