JOB TITLE: Fires Network Senior Military Analyst

PROJECT OVERVIEW:

The Capabilities Development & Integration Directorate (CDID) Training and Doctrine Command (TRADOC) Capability Managers (TCMs) coordinate and integrate doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) issues and materiel solutions across current and future Army organizations.

JOB DESCRIPTION AND RESPONSIBILITIES:

The candidate shall coordinate with the COR and perform the following tasks in completing this work:

  • Evaluate the design performance capabilities of emerging organizations, Air Defense Artillery systems and associated Command and Control software and hardware applications (hereafter referred to as systems/capabilities), considering all Doctrine, Organization, Training Materiel, Leader Development, Personnel, Facilities (DOTML-PF) domains to assess mitigation of current and future capability gaps in the development of requirements and in review of proposed materiel solutions. Prepare written reports of analysis and assessments. Conduct meetings and lead discussion groups, requiring minimum supervision and capable of making decisions in support work performed. Capture/document user required capabilities and gaps for Capabilities Needs Assessments (CNA), Initial Capability Production Documents (ICD), Capability Development Documents (CDD), Capability Production Documents (CPD) and/or other required Joint Capabilities Integration Development System (JCIDS) documents. Maintain a detailed understanding of the overarching connectivity between Army, Marine Corps, Navy, Air Force, and Allied/Coalition Air Defense Command and Control (C2) systems, targeting procedures and air space clearance requirements and procedures.
  • Review, analyze, and evaluate systems/capabilities, regarding program compliance with current requirements, acquisition regulations and policies; provide subject matter expertise to systems related integrated product team venues, design reviews, basis of issue evaluation and management, and test events; and ensure that information is prepared for inclusion in relevant ADA manuals and doctrine. Review, evaluate and analyze resource programming and project management schedules developed by Program Executive Officer and Program Manager (PEO/PM) in order to adequately prepare TRADOC positions; effectively communicate, orally and in writing, develop and present briefings to senior leaders as required, prepare fact sheets, talking papers, decision papers and information papers in support of systems/capabilities; develop/update new system/capability TTPs.
  • Develop a monthly status report/ significant activity reports and EXSUMs of key events to TCM Fires Cells. The status report shall include the status of ongoing system production lines, system fieldings, testing, system modifications / improvements, input from institutional and operational units, critical maintenance issues, and calendar of key future activities.

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Current SECRET security clearance
  • Bachelor’s degree in any discipline.
  • 10 years’ cumulative, current operational experience in the Air Defense Artillery (ADA) (may include Guard and Reserve experience). (Current operational experience is defined as service ending within the last five years).
  • 6 years’ specialized experience, defined as: Worked/practiced in ADA as a Command and Control Systems Technician (140A) and/or former Joint Interface Control Officer (JICO) (concurrent with the 10 years’ operational experience in the ADA).
  • 6 years’ experience with currently fielded Air Missile Defense (AMD) Planning Control System/Air Defense Airspace Management (ADAM) program and AMD Command and Control systems, with emphasis on Joint Fires, Joint Air Ground Integrations Cells (JAGIC), Air Defense Airspace Management and Army Integrated Air and Missile Defense (AIAMD), including one or more of these systems: Integrated Air and Missile Defense Battle Command System (IBCS), Patriot, Indirect Fire Protection Capability Increment 2-Intercept, Counter Rocket, Artillery and Mortar (CRAM), Terminal High Altitude Area Defense (THAAD), Air and Missile Defense Workstations (AMDWS). Emphasis is defined as no less than one year of experience in JAGIC and one year in AIAMD (concurrent with the 10 years’ operational experience in the ADA).
  • 2 years’ Joint Capabilities Integration and Development Systems (JCIDS) experience (concurrent with the 10 year’s operational experience in the ADA).
  • 2 years’ experience in the development, review and staffing of ADA related doctrine, documents and publications (concurrent with the 10 year’s operational experience in the ADA).
  • 2 years’ experience in conducting meetings, leading discussion groups, briefing senior leader audiences, effectively communicating conceptual ideas in writing, and orally articulating thoughts to support the development of Army and ADA concepts, doctrine and tactics, techniques, and procedures (TTPs) IAW Army Regulation (AR) 25-50, “Preparing and Managing Correspondenceâ€? (17 May 2013) and Field Manual (FM) 6-0, C2, “Commander and Staff Organization and Operationsâ€? (22 April 2016).   • 2 years’ experience in the basic Adobe Acrobat and Microsoft office suite of applications (Word, Excel and PowerPoint).

DESIRED SKILLS AND QUALIFICATIONS:

  • Master’s Degree in any discipline.
  • 7 years’ specialized experience, defined as: Worked/practiced in ADA as a Command and Control Systems Technician (140A) and/or former Joint Interface Control Officer (JICO) (concurrent with the 10 years’ operational experience in the ADA).
  • 1 year of experience or greater in Integrated AMD Battle Command System IBCS.
  • 1 year of experience or greater in Integrated AMD Battle Command System Patriot.
  • 1 year of experience or greater in Integrated AMD Battle Command System Indirect Fire Protection Capability Increment 2-Intercept.
  • 1 year of experience or greater in Integrated AMD Battle Command System Counter Rocket, Artillery and Mortar (CRAM).
  • 1 year of experience or greater Integrated AMD Battle Command System Terminal High Altitude Area Defense (THAAD).
  • 3 or more years of JCIDS experience.

WORK LOCATION: Fort Sill, OK
