Fires Cell: Tactical Data System Subject Matter Expert

JOB TITLE: Fires Cell: Tactical Data System Subject Matter Expert


This position is contingent upon contract award.

The Capabilities Development & Integration Directorate (CDID) Training and Doctrine Command (TRADOC) Capability Managers (TCMs) coordinate and integrate doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) issues and materiel solutions across current and future Army organizations.


The candidate shall coordinate with the COR and perform the following tasks in completing this work:

  • Evaluate the design performance capabilities of emerging organizations, Fire Support Tactical Data Systems, mission equipment packages and associated Fire Support Tactical Data Systems software applications (hereafter referred to as systems/capabilities), considering all Doctrine, Organization, Training Materiel, Leader Development, Personnel, Facilities (DOTML-PF) domains to assess mitigation of current and future capability gaps. The Contractor shall prepare written reports of analysis and assessments, and prepares and presents briefings to senior leaders as required. Conduct meetings and lead discussion groups, require minimum supervision and be capable of making decisions in support of the work being performed. Capture/document user required capabilities and gaps for Capabilities Needs Assessments (CNA), Initial Capability Production Documents (ICD), and Capability Development Documents (CDD), Capability Production Documents (CPD) and/or other required Joint Capabilities Integration Development System (JCIDS) documents. Maintain a detailed understanding of the overarching connectivity between Army, Marine Corps, Navy, Air Force, and Allied/Coalition Command and Control (C2) systems, targeting procedures and air space clearance requirements and procedures.
  • Review, analyze, and evaluate systems/capabilities, regarding program compliance with current requirements, acquisition regulations and policies; provide subject matter expertise to systems related integrated product team venues, design reviews, and test events; develop briefings, prepare fact sheets, talking papers, decision papers and information paper in support of systems/capabilities; develop/update new system/capability TTPs and ensure that information is prepared for inclusion in relevant FA manuals and doctrine. The Contractor shall review applicable FA manuals and work with program Life Cycle Manager POC within the Directorate of Training and Doctrine (DOTD) for inclusion of needed updates reflecting the latest systems/capabilities.
  • Develop a monthly status report/ significant activity reports and EXSUMs of key events to TCM Fires Cells. The status report shall include the status of ongoing system production lines, system fieldings, testing, system modifications / improvements, input from institutional and operational units, critical maintenance issues, and calendar of key future activities.


Security Clearance: Secret

  • Current SECRET security clearance
  • Bachelor’s degree in any discipline.
  • 12 years’ cumulative, current operational experience in the Field Artillery (FA) (may include Guard and Reserve experience). (Current operational experience is defined as service ending within the last five years).
  • 6 six years’ specialized experience, defined as: Worked/practiced in Fire Direction roles (concurrent with the 12 years’ operational experience in the FA).
  • 6 years’ experience of currently fielded Fire Support Tactical Data Systems including, but not limited to, JADOCS, Pocket-Sized Forward Entry Device (PFED), Forward Observer Software (FOS), and Computer Meteorological Data (CMD) Profiler, with emphasis on the Advanced Field Artillery Tactical Data System (AFATDS). Emphasis is defined as no less than six years’ experience on AFATDS (concurrent with the 12 years’ operational experience in the FA).
  • 2 years of Joint Capabilities Integration and Development Systems (JCIDS) experience (concurrent with the 12 year’s operational experience in the FA).
  • 2 years’ experience in the development, review and staffing of FA related doctrine, documents and publications (concurrent with the 12 year’s operational experience in the FA).
  • 2 years’ experience in conducting meetings, leading discussion groups, briefing senior leader audiences, effectively communicating conceptual ideas in writing, and orally articulating thoughts to support the development of Army and Fires concepts, doctrine and tactics, techniques, and procedures (TTPs) IAW Army Regulation (AR) 25-50, “Preparing and Managing Correspondenceâ€? (17 May 2013) and Field Manual (FM) 6-0, C2, “Commander and Staff Organization and Operationsâ€? (22 April 2016).
  • 2 two years’ experience in the basic Adobe Acrobat and Microsoft office suite of applications (Word, Excel and PowerPoint).


  • Master’s Degree
  • More than 6 years specialized experience in Fire Direction roles
  • 1 year or greater with the Joint Automated Deep Operation Coordination System (JADOCS)
  • 1 year or greater with Centaur
  • 1 year or greater with Computer Meteorological-Profiler
  • 3 or more years of JCIDS experience
