They are currently seeking a Contracts Administrator in Arlington, VA. JOB DESCRIPTION Key responsibilities may include but are not limited to:• Establish and maintain excellent internal and external customer relations at all levels of the organization, acting as liaison with government Contracting Officers, Customers, and buying officials for all proposal or contract matters.• Administer, monitor, and track contract performance and cost controls and ensure compliance with contract terms.• Negotiate and administer agreements between the company/customers/subcontractors/vendors ensuring adherence to company policies and procedures.• Review contractual documents to ensure adherence to company policy, government specifications and requirements, identifies risks and areas of concern on contract terms and conditions and provides contractual advice, guidance, support to the program and operations managers.• Negotiate standard terms and conditions for various types of agreements.• Negotiates and establishes Non-Disclosure Agreements, Teaming Agreements, Subcontract Agreements and OCI mitigation plans.• Make sure contract deliverables are being completed and submitted in a timely manner.• Prepares and reviews Representations and Certifications.• Develops and prepares cost estimates, to include estimates for labor, subcontractor labor, travel, material and other direct costs.• Provides input to senior management staff in the development of contract administration policies and procedures within the limits of delegated authority and in accordance with policies and procedures.• Reviews complex solicitations and prepares specialized responses for proposals, bids, and contract modifications.• Participates in discussions on proposal cost strategy and coordinates special rate calculations and other significant financial impacts.• Analyzes contract performance requirements, including unique or unusual special provisions, and terms and conditions to ensure compliance with law, regulations, corporate policy and procedures.• Provides guidance on complex contractual requirements and corporate policy to line management organizations.• Ensures contract review, approval and execution is in accordance with corporate policy.• Maintains contract data in department information systems and files.• Preparation of subcontract actions including preparation of RFPs, evaluating and negotiating proposals, preparing subcontract terms and conditions, and assembling the purchasing documentation.• Prepares and analyzes complex reports of proposal and contract activities.• Acts as liaison between technical staff and others including Financial Operations, Procurement, Security, Property, and Human Resources, on contractual matters.• Complies with security procedures in the performance of duties.• May assist in new business pursuit and associated contract strategy.• May participate in development of business alliances and joint ventures.• Acts as liaison to DCAA and DCMA. REQUIRED SKILLS AND EXPERIENCE • Bachelor's degree in related discipline preferred. Master's degree or certificate would be a plus.• 5 to 7 years of directly related experience and experience in a government contracting environment.• 2+ years of experience with cradle to grave subcontract management, including procurement planning, pre-award, price and cost analyses, and post-award and closeout in a government support role.• In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.• Experience with a full range of subcontract types, including cost reimbursement, firm fixed price, incentive fee contracts, supply and service contracts, performance based services acquisitions, IDIQs, or multiple award contract.• Thorough knowledge of Federal Acquisition Regulations (FAR), Service Contract Act (SCA), and/or commercial contract law and management principles.• Understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications.• Excellent communication and interpersonal skills; ability to effectively communicate with top levels of management and customers on a daily/weekly basis.• Effective organizational skills also required; must have the ability to multi-task and meet tight-deadlines.• Proficiency with Microsoft Office, including Excel, Word, PowerPoint, as well as Adobe Acrobat.
