Combatant Command integration Lead

You will utilize your blend of operational and technical career experience and expertise to integrate leading-edge R&D and commercial technology initiatives and capabilities that will integrate and synchronize strategic shaping activities in support of Combatant Commanders, the DoD and across the Whole of Government (WoG). You will be responsible for designing, integrating and managing delivered RII technologies and capabilities within your COCOM working as an embedded analyst within an appropriate Joint Directorate providing daily support to the Command by ensuring that COCOM requirements are well documented and understood by the entire program team. You will constantly collaborate with the RII program leads for operations and engineering to ensure and maintain overall RII and program understanding of your COCOM’S requirements and any user desired modifications or additional data requirements as part of a worldwide RII program supporting all of the COCOMs.


Job responsibilities will include (but are not limited to) the following:

  • Live within normal commuting distance to the COCOM
  • Work as an embedded professional within the Command supporting the planning and execution of shaping activities.  As needed, you will engage the Command Staff and Leadership to support the integration and use of RII’s software capabilities throughout the Command’s battle rhythm
  • Utilize your technical experience to support the development of both technological and operational solutions to data integration across the Command, DoD and National Agencies
  • Support the iterative development, integration, use and enhancement of our software for mission planning, execution and assessment in support of campaign plan objectives.  These efforts will also support the development, integration, use and enhancement of RII capabilities by developing the technical architecture and processes for fusing data related to operational activities and events within the Command/DoD IT infrastructure with data in the open Information Environment
  • Responsible for all users at the COCOM and operate as both subject matter expert and helpdesk ensuring user satisfaction and quality of service within the Command
  • Provide subject matter expertise on RII’s core Command and Control automation capability to include, discussing and briefing planning and execution of shaping activities with the Combatant Command Directorate of Operations (J3)
  • Provide strategic insights, analytical support, and advisory services to help drive successful product planning and execution, with a focus on concept exploration, requirements development, and experimentation
  • Promote and further the accelerated delivery and adoption of emerging product capabilities to end users and stakeholders
  • Develop open lines of communication, close working relationships, and an understanding of important areas of interest and issues
  • Collaborate with COCOM and reach-back staff on initiatives, required capabilities, directives and integration efforts
  • Establish techniques\procedures to:
    • Eliminate barriers and bottlenecks to help streamline capability development and deployment
    • Improve practices that will enhance the quality, and velocity of information flow between COCOM and reach-back development personnel
    • Develop and deliver clear and concise presentations and reports to convey observations, results, and recommendations


Required Qualifications:

  • Must have an active/current TS/SCI clearance
  • Must have excellent oral, written and interpersonal skills, as well as the ability to effectively interact with senior level stakeholders (Government, Military, Corporate) in/with diverse environments/backgrounds, and identify important strategic takeaways
  • Ability to within your first 30 days achieve a level of technical and operational competence with RII’s deployed software application such that you can effectively demonstrate its key capabilities and support a COCOM user base
  • Must be familiar with systems engineering processes for developing requirements
  • Must be a quick learner, adaptable to new technologies and willing to take ownership of complex operational and technical challenges
  • Must have strong planning, problem solving, analytical, organizational, and leadership skills in order to:
    • Effectively assess, prioritize and plan tasks
    • Assemble, analyze, and present facts using appropriate data collection, analysis and dissemination tools/techniques
    • Identify sub-optimal processes, technical and operational problems/risks, and develop and/or recommend innovative solutions or mitigation steps
    • Execute tasks/initiatives within established program constraints i.e. scope, funding, and schedule
    • Must possess 5+ years of working experience with Microsoft Office products


Desired Qualifications:

  • The equivalent of a Bachelor’s degree preferably in computer science, engineering, IT, or a related discipline
  • Previous experience working at a Combatant Command (J3, J39, J5), Subunified Command, Service Component Command or Joint Staff
  • Understanding of Combatant Command organization and responsibilities including B2C2WG
  • Experience developing Tactics, Techniques and Procedures (TTP), Standard Operating Procedures (SOP) or other process documents
  • Entrepreneurial mindset - actively seek out new opportunities, use cases and activities that would benefit from our deployed capabilities
  • Experience with the Joint Operational Planning Process sufficient to engage Combatant Command and Service Component leadership on operational matters  related to the system and suggested enhancements to current battle rhythm with large-scale integrations. This includes supporting the development and training  of associated enhanced processes and procedures
  • An in-depth knowledge of Information Related Capabilities and the requirements and activities performed at the Joint Combatant Command level
