Business Process Engineer

The Business Process Engineer will be responsible for researching, analyzing, and recommending modifications to existing Department of Navy processes, inclusive of various and specific elements involved with overall planning, programming, budgeting, and execution (PPBE) methodologies. The Business Process Engineer will be required to identify additional gaps in overall policies and processes and develop new processes to support seamless execution of Navy requirements. Additionally, Business Process Engineer will be tasked to develop various models to support capability need identification and resource justification initiatives, including the development of Business and Service Reference Models, in accordance with Federal Enterprise Architecture (FEA) guidelines.  Support the development of personnel competency mapping models, capability deployment methodologies, and be involved with the development and validation of requirements in support of an envisioned system to support seamless integration and execution of newly established processes.  Maintain and update a maturity model and accompanying scorecards to assess and define strategies to support infrastructure management maturity.  Responsible for maintaining an infrastructure maturity model, develop scorecards for unique commands and stations, create maturity strategies to heighten readiness postures, and be responsible for the development of various questionnaires to obtain required data and information.  Also analyze data responses to questionnaires to build complex models linking capabilities to missions and services.

Designations/Certifications:  Any certification or training related to business process re-engineering, Information Technology Infrastructure Library (ITIL), FEA, is advantageous.

Knowledge:  Required skills are business process engineering, program analysis, maturity models, data analysis, and/or enterprise architecture.  Desired skills are manpower analysis and/or competency management.

Experience:  Minimum five years of experience with business process modeling, re-engineering, and/or enterprise architecture. Experience with personnel competency management, including Navy Enlisted Classification (NEC), Office of Personnel Management (OPM), and/or other competency models is desired, but not required. Knowledge of maturity models and scorecards is also beneficial.

Education:  Bachelor's degree in applicable field (e.g., Business or Engineering)
