Senior Acquisition & Systems Engineer - OSD

JOB TITLE: Senior Acquisition & Systems Engineer - OSD

PROJECT OVERVIEW:

Director, Engineering Policy & Systems (EP&S) in the Office of the Secretary of Defense (OSD) drafts and coordinates the systems engineering and related technical content for Defense acquisition policy including the DoDI 5000.2 and associated guidance documents, and reviews systems engineering policies based upon experience in their application to DoD acquisition programs.

JOB DESCRIPTION AND RESPONSIBILITIES:

The contractor shall propose recommended engineering guidance and policy development or changes for Engineering, Policy & Systems (EP&S) consideration to ensure compliance with acquisition and engineering policy. Specific tasks:

  • Support EP&S in reviewing and assessing the DODI 5000 series of acquisition instructions and DODI 5134.16, or its equivalent, for currency and completeness, and, as necessary, preparing periodic updates.
  • The contractor will ensure comments submitted against drafted policy are adequately adjudicated and will coordinate with DoD Components, including the Director, Defense Procurement and Acquisition Policy (DPAP), and participate on DPAPs Defense Acquisition Policy Working Group (DAPWG).
  • The contractor shall review proposed DoD issuances and other documents to ensure engineering equities are appropriately addressed and ensure engineering is consistently integrated into non-engineering issuances.
  • The contractor shall propose, for EP&S consideration, recommendations for new and revised guidance necessary to ensure compliance with acquisition and engineering policy.
  • The contractor shall support the EP&S by preparing periodic updates to the Defense Acquisition Guidebook (DAG), Chapter 3 on Systems Engineering and contribute to other chapters, as necessary, to ensure appropriate engineering and systems engineering guidance is addressed across the lifecycle and integrated throughout the DAG.
  • The contractor shall review program documentation (i.e. Systems Engineering Plans, Acquisition Strategies, Acquisition Program Baselines, Requests for Proposal, Acquisition Decision Memorandum, etc) to ensure they are consistent with engineering policy and they consider engineering guidance.

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Security Clearance: SECRET
  • BS degree or equivalent experience plus 20 years related work experience or advanced degree plus 15 years related work experience, including 4 years of management experience.
  • Proficient in MS Office software (Outlook, Word, Excel, PowerPoint)

DESIRED SKILLS AND QUALIFICATIONS:

  • Systems engineering experience in a DoD major acquisition program management office (min 3 years).
  • Experience at a government acquisition procurement command headquarters (min 3 years).
