Program Management Analyst-Strategic Foresight

JOB TITLE: Program Management Analyst-Strategic Foresight

PROJECT OVERVIEW:

The project provides strategy and strategic foresight support to the Navy Bureau of Medicine and Surgery (BUMED). Foresight efforts research and analyze trends and potential future developments of importance to Navy Medicine. The project analyzes future scenarios and supports strategic decision making by examining technologies, concepts, and policies. The project also supports research on specific strategic topics to present open innovation concepts and recommendations to the Navy Surgeon General.

JOB DESCRIPTION AND RESPONSIBILITIES:

The Program Management Analyst-Strategic Foresight position includes the following responsibilities:

  • Conduct open source research about signals of disruptive change on the ten to thirty-year time horizon
  • Work as a member of a team applying the Foresight Model (framing, scanning, forces of change, alternative futures, scenario development, and implications analysis) to facilitate analysis of future change
  • Provide project management support to the team, including calendar management, meeting logistics, drafting memos, and tracking tasks
  • Perform document management activities, including configuration control and archiving
  • Support Surgeon General Assessment Cell studies, including assisting the research, writing, and recommendations by the team
  • Facilitating the review, editing, approval, and publishing processes for reports and documents
  • Manage a web-based shared site for documents and briefings to ensure leadership access to the latest analysis and forecasts of the team
  • Provide communications support to the team, including document formatting and printing, coordination for project support staff, and drafting correspondence (e-mail) for senior leaders
  • Schedule and escort non-credentialed visitors to the headquarters building, including obtaining building and parking access
  • Interact with other support team staff, BUMED customers, scholarly and professional experts, external stakeholders, senior military flag officers, and senior executives to perform support activities
  • Function successfully in a dynamic environment that combines client site, corporate headquarters, and telecommuting work

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Eligible for Secret Clearance
  • Bachelors degree from an accredited college or university (an additional four years experience may be substituted for the degree requirement)
  • Two (2) years experience performing analysis and program support (a relevant masters degree may be substituted for experience requirement)
  • Strong written and verbal communication skills
  • Experience completing individual tasks, including meeting schedule and quality requirements
  • Experience conducting research and writing reports or briefings
  • Self-starter, able to work independently and adapt to changes, concurrent tasks, and ambiguous situations
  • Experience working in a team environment

DESIRED SKILLS AND QUALIFICATIONS:

  • Exposure to a wide range of subject matter in fields such as science and technology, healthcare, and military operations
  • Experience or certificate in strategy or strategic foresight
  • Knowledge of military healthcare
  • Organizer who demonstrates attention to detail
  • Experience delivering presentations to or working with senior company or Government officials
  • Training or experience in project or schedule management
  • Relevant Masters degree
  • Current Secret Clearance
  • Proficiency in Microsoft Office suite of software

WORK LOCATION: Falls Church, VA
