JOB TITLE: Senior Talent Management Requirements Analyst F35 JPO


Project provides support to the F-35 Lightning II Joint Strike Fighter Joint Program Office (JPO) located in Crystal City (Arlington), VA. The JPO manages the development, test, production, fielding and sustainment of the F-35 Lightning II Joint Strike Fighter for the USAF, USMC, USN, and International Partner and FMS customer nations worldwide


Performs critical program management, technical, or business analysis of major DoD acquisition systems and provides recommendations to ensure program success. Provides program analysis support for all aspects of the program. Participates as a member of and/or supports the overall Program and Integrated Product Teams (IPTs). Collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs. Tracks program/project status and schedules. Applies policies and procedures for financial planning.

This position serves as a Talent Management Requirements Analyst Senior with a focus on workforce management / acquisition, strategic change and transformation, and strategic human capital management processes. The incumbent will provide project leadership on enterprise-wide human capital issues, governance programs, and program analysis within the Human Resources (HR)/ Total Workforce Management Team

  • Partners with leadership to gather data and validate organizational diagnostics and partners with Integrated Product Teams and reports organizational diagnosis results to leadership
  • Provides analytical support in organizational design solutions including restructuring, operating models, current to future state planning, and HR processes in order to achieve satisfactory business outcomes
  • Provides short-tern solutions while also solving for long-term problems by addressing immediate Manpower challenges and root causes
  • Provides analytical support in designing and executing strategic change programs and develops effective communications for organizational system effectiveness and change
  • Collaborates with leadership on Manpower requirements and opportunities in organizational system
  • Partners collaboratively with Total Workforce Management and HR/Manpower teams in order to effectively carry out transactional activities
  • Initiates analytical research studies and projects to develop new and/or revised policies and programs
  • Applies a broad use of principles, theories, concepts and techniques to develop innovative, analytic solutions to organizational challenges
  • Organizes, conducts, facilitates, and prepares and presents products/briefings to talent management governance forums


Security Clearance: Secret

  • Bachelor degree in Business, Management or a degree relevant to the position
  • ALLOWABLE SUBSTITUTION: Associate degree and an additional four (4) years of experience
  • Five (5) years experience leading analytical teams in evaluating and analyzing DoD workforce, transformation and accession studies
  • Five (5) years of total business experience in either a DoD weapon system program office or equivalent commercial setting
  • Experience with data-driven methods to solve complex human capital-related problems in support of JPO initiatives
  • Superior ability to influence others in implementing change including human capital processes, organizational structures, and operations
  • Strong ability to diagnose, advise, and recommend solutions to enable key stakeholders to collaborate and continuously transform their teams to deliver business results
  • Expert knowledge of human capital policies and best practices in DoD or the federal government
  • Advanced Proficiency in Microsoft Office Products to specifically include: Word, Power Point, Excel, Access, Share Point and Outlook (to include advanced formulations and reporting techniques)
  • Exceptional communications skills (oral and written) in delivering compelling fact-based presentations
